In this article, several aspects of the dynamics of a toy model for long-range Hamiltonian systems are tackled focusing on linearly unstable unmagnetized (i.e. force-free) cold equilibria states of the Hamiltonian Mean Field (HMF). For special cases, exact finite-$N$ linear growth rates have been exhibited, including, in some spatially inhomogeneous case, finite-N corrections. A random matrix approach is then proposed to estimate the finite-N growth rate for some random initial states. Within the continuous, infinite N, approach, the growth rates are finally derived without restricting to spatially homogeneous cases. Then, these linear results are used to discuss the large-time nonlinear evolution. A simple criterion is proposed to measure the ability of the system to undergo a violent relaxation that transports the mean field modulus in the vicinity of its equilibrium value within some linear e-folding times. • The International Research Group in Geophysics Europe Africa: A Laboratory without Borders in the Earth Science and Environment

It was in 1995 that, at the end of the international project IEEY (International Equatorial Electrojet Year), African and European scientists decided to create the IRGGEA (International Group in Geophysics Europe Africa) in order to pursue the scientific work started during the IEEY project. The main objective of IRGGEA was to introduce new fields of research in Africa and built teams of African scientists recognized at an international level in these new fields. To reach this goal, we developed days after days methods to manage smoothly a large network of scientists from developed and developing countries. After a short introduction on the field of research developed in the IRGGEA, we present the organization of the work based on sharing practices and the results obtained in terms of scientific publications and socio-cultural aspects as the increase of the number of women and positions for students in their countries. Such an experience is easy to reproduce.

  Physics of Plasmas, American Institute of Physics, 2011, 18 (3), pp.032506. The issue of magnetic confinement in magnetic fusion devices is addressed within a purely magnetic approach. Using some Hamiltonian models for the magnetic field lines, the dual impact of low magnetic shear is shown in a unified way. Away from resonances, it induces a drastic enhancement of magnetic confinement that favors robust internal transport barriers (ITBs) and stochastic transport reduction. When low-shear occurs for values of the winding of the magnetic field lines close to low-order rationals, the amplitude thresholds of the resonant modes that break internal transport barriers by allowing a radial stochastic transport of the magnetic field lines may be quite low. The approach can be applied to assess the robustness versus magnetic perturbations of general (almost) integrable magnetic steady states, including non-axisymmetric ones such as the important single helicity steady states. This analysis puts a constraint on the tolerable mode amplitudes compatible with ITBs and may be proposed as a possible explanation of diverse experimental and numerical signatures of their collapses.
